The Killeen Planning and Zoning Commission recently voted unanimously against approving a conditional use permit for a proposed $30 million data center project by ONMINE. The project, described as a "high-performance computing and municipal infrastructure project" by applicant Four Lazy J Properties on behalf of ONMINE, aimed to occupy about two and a half acres on S. Fort Hood Street.
During a meeting on Monday, April 27, ONMINE co-founders Ahmed and Ziyad Elgamal presented their plans, emphasizing the facility's function as a "virtual power plant" and "grid shock absorber" to support ERCOT and Texas' energy infrastructure. They also claimed the data center would not use municipal water for cooling, instead relying on alternative systems, and would fund fiber infrastructure improvements while attracting tech-focused businesses.
However, commissioners and residents expressed skepticism about the project's local benefits. Commissioner Scedric Miller questioned the company's claim of creating up to 14 full-time positions, deeming it insufficient justification. Residents voiced concerns about potential environmental impacts, including energy consumption, water usage, and noise pollution, arguing Killeen should reserve resources for its own needs.
Despite city staff noting the project aligned with parts of Killeen's comprehensive plan, the commission ultimately voted 4-0 to deny the permit, with one member abstaining. The commission's decision serves as a recommendation, with the final determination on zoning matters to be made by the Killeen City Council.
