Oak Grove enacts data center moratorium; Blue Springs residents seek public vote

The city of Oak Grove, located in eastern Jackson County, Missouri, has enacted a one-year moratorium on new data center proposals. The Oak Grove Board of Aldermen voted on Tuesday to implement the delay, aiming to amend existing development codes and establish specific regulations for data centers. City Administrator Matthew Randall explained that current regulations lack clarity on data centers, prompting the need for strict requirements to ensure any future development aligns with community desires.
Simultaneously, residents in the nearby city of Blue Springs are initiating a petition to require a public vote on major industrial data center developments. Quentin Lucas, chair of the Blue Springs Petitioners' Committee, expressed concerns about impacts on the community's infrastructure, energy rates, water supply, and quality of life. Lucas referenced the recent approval of a Nebius data center by the Independence City Council as a cautionary tale, where residents' petition efforts came too late to prevent the project. Lucas emphasizes that the petition is not to halt data centers entirely but to give residents a say. There are currently no active data center proposals for either Blue Springs or Oak Grove.
