Lawrence County Commissioners Table Proposed Data Center Moratorium

Lawrence County commissioners voted to table a proposed temporary moratorium on data centers and other high-density computing operations during their recent meeting. Resolution 20260728-03 aimed to impose a 12-month pause on the establishment, construction, development, expansion, or operation of various computing facilities, including data centers, cryptocurrency mining operations, and AI computing centers within Lawrence County.

The resolution, sponsored by Commission Chairman Shane Eaton and Commissioner Wayne Yocom, highlighted concerns regarding the significant electricity, water, and telecommunications infrastructure requirements of such facilities. It also raised questions about potential impacts on noise, heat, vibration, environmental effects, transportation, emergency services, and the overall quality of life for residents. The county currently lacks specific zoning, building codes, or comprehensive land-use regulations for these large-scale computing operations.

Had the resolution been approved, it would have established a Data Center and Land Use Study Committee. This committee's mandate would have been to examine the potential effects of these facilities and recommend development standards, building codes, zoning regulations, and other land-use controls to the County Commission before the proposed moratorium's expiration. The decision to table the resolution means the proposed moratorium was not enacted, but it may be brought back for future consideration.
