
Spotsylvania supervisors to discuss eminent domain for data center water project

Spotsylvania County supervisors are discussing the use of eminent domain to acquire private property for a water reuse system that will benefit data centers. A supervisor requested the item be pulled from the consent agenda to allow for further negotiation with the non-responsive property owners before a final vote. The matter will be reconsidered at the April 28 meeting.

Gov: Spotsylvania County Board of Supervisors
The Spotsylvania County Board of Supervisors recently considered the use of eminent domain to acquire 77,751 square feet of private property for a Reuse Conveyance System Project intended to benefit local data centers. Berkeley District Supervisor David Goosman successfully requested the item be removed from the consent agenda and voted on separately at the upcoming April 28 meeting.
Goosman emphasized the importance of due diligence and fair negotiations with citizens, particularly when eminent domain is used for projects benefiting private entities like data centers. While county staff noted the property owners had been non-responsive to previous offers, Goosman indicated he had been in contact with them and believed he could facilitate a negotiation. The board had previously approved other eminent domain uses for general public utility projects without contention.
