The Regional Development Association of East Central Kansas recently published a question-and-answer document to address concerns from Emporia residents, including Jackie Miller, about the proposed Flint Hills Digital Campus. The document provides details on various aspects of the large-scale data center development.

Regarding employment, the project is estimated to create 300 to 500 permanent jobs directly by end users, in addition to 1,500 to 2,000 construction jobs over 8-10 years. Ancillary industries are expected to generate another 300 to 500 jobs. The facility plans to use a combination of air-cooled and closed-loop cooling systems, which significantly reduce water consumption compared to traditional methods. Natural gas will be the primary fuel source for on-site generation, with exact details to be determined through coordination with utility providers and regulatory agencies.

Noise levels, a common concern for data center developments, will be managed through tiered setback requirements (200-250 feet for main buildings, 300-500 feet for mechanical equipment), enforceable noise standards at property lines, pre- and post-construction noise studies, and equipment enclosures. Specific screening, berms, landscaping, and visual buffers will be finalized during the development approval process to ensure compatibility with surrounding land uses.

No requests for tax incentives, abatements, or public subsidies have been made yet, but are anticipated later in 2026 with a potential end user. The RDA emphasizes that any abatement would be negotiated and should include a transparent community benefits agreement with local hiring provisions and infrastructure contributions. The project's electrical demand and necessary infrastructure upgrades will be determined through formal utility planning. Ultimately, the Flint Hills Digital Campus is envisioned as a phased, campus-style development that could significantly strengthen the local economy and triple Lyon County's assessed valuation, attracting private investment and high-quality technical careers.
