The Franklin County Commissioners held a public hearing to discuss proposed amendments to the county’s Subdivision and Land Development Ordinance (SALDO), specifically targeting data center development. The primary objective is to implement restrictions and establish guidelines for municipalities to proactively manage potential data center projects within Franklin County, Pennsylvania. Attorney Clint Barkdoll clarified that the proposed SALDO aims to deter, not encourage, data center development, particularly in townships currently lacking relevant ordinances. This preventative measure is a response to past issues, such as the uncontrolled proliferation of solar farms in areas without adequate regulations. The commissioners seek to avoid similar challenges with data centers by establishing a framework for their placement and operational requirements. Commissioner John Flannery addressed public misinformation, asserting that the county is not facilitating data center development but rather attempting to control it. He noted that George Pomeroy, Chair of the Franklin County Planning Commission and Professor at Shippensburg University, was scheduled to provide factual information during the hearing. Flannery also emphasized that while the county provides a guideline, ultimate zoning decisions remain at the municipal level, and the county is offering educational support to local leaders. He confirmed no specific data center inquiries have been made in Franklin County to his knowledge, suggesting the proactive approach might be deterring immediate interest. The discussion also touched on balancing property rights with community obligations and the legal necessity for municipalities to allow for all types of land usage, provided they are appropriately zoned. The commissioners expressed their goal to protect citizens by guiding development to suitable locations and avoiding potential legal battles that could arise from unpreparedness, as seen in previous land use challenges.
