This marked the third session of public discussion since the data center's announcement on July 2nd. Citizen Kyle Cockrell advocated for a six-month moratorium on data center development in Chillicothe, emphasizing it as a "middle ground" supported across political spectrums to allow for responsible planning and regulation.

Dawn Zarbakhsh raised concerns about the lack of accountability surrounding data centers, citing a significant increase in Ohio's residential electricity rates and the potential impact of large industrial-scale facilities. She highlighted that the proposed paper mill data center is slated for 77MW, exceeding what is considered "community-friendly." Additionally, Council member Kathy Dunn provided updates on her task to gather information for potential data center legislation, and it was revealed the city has retained a law firm to assist with the matter.
