Plumstead Township, Pennsylvania, has proactively adopted a new zoning ordinance specifically for AI data centers and related operations. The Board of Supervisors unanimously approved the measure on June 10, establishing a framework of rules before any development proposals are even submitted. Township Solicitor William Oetinger stated the ordinance is designed to prevent developers from exploiting a lack of regulations and to address common concerns like electricity and water demand, wastewater capacity, and noise.

The ordinance permits data centers only as conditional uses in Light Industrial and Quarry zoning districts, requiring substantial setbacks, a 25-acre minimum site size, and a 35-foot building height cap. It also mandates developers demonstrate sufficient public utility capacity and fund any necessary infrastructure improvements. Facilities requiring large water withdrawals will need approval from the Delaware River Basin Commission.

Further provisions include requirements for professional sound studies, environmental impact controls, emergency access, and fire safety plans. The board authorized the ordinance for additional review by the Plumstead Township and Bucks County Planning Commissions for ongoing refinement. This action positions Plumstead among a growing number of Pennsylvania municipalities implementing regulations ahead of the anticipated surge in AI-related development.
