Texas Governor's Data Center Permit Pause May Not Affect Grimes County Terafab Project
Texas Gov. Greg Abbott issued a statewide halt on new data center permits, pending an audit of the industry's power and water usage. However, Grimes County leaders contend that SpaceX's Terafab project is exempt as it is classified as a chip manufacturing plant, despite having an on-site data center. The project also plans to use recycled surface water and its own power supply, not connecting to the ERCOT grid.
Texas Gov. Greg Abbott has ordered the Texas Commission on Environmental Quality (TCEQ) to pause new data center permits across the state. This directive, issued Monday, initiates an audit by ERCOT, the Public Utility Commission, and the Texas Water Development Board to assess the data center industry's impact on Texas's power grid and water resources. The TCEQ's audit report is anticipated by October 19.
The statewide pause's effect on SpaceX's Terafab project in Grimes County is currently being debated. Initially presented as a data center, Grimes County Judge Joe Fauth now states the project is classified as a chip manufacturing plant, thereby exempting it from Abbott's order. Fauth clarified that while Terafab will include an on-site data center, its sole purpose is to support the manufacturing operations.
Texas A&M researchers Rabi Mohtar and Bassel Daher emphasized the critical need for such an audit, noting that only 17% of data centers voluntarily disclose their water and energy consumption, hindering accurate impact assessments. Judge Fauth highlighted that Terafab is designed to be self-sufficient, relying on recycled surface water from Gibbons Creek Reservoir and its own power supply, separate from the ERCOT grid. As of now, county leaders report that construction is proceeding, with permits unaffected by the governor's directive.
