Community members in Rockford, Illinois, expressed strong opposition at a public hearing regarding the proposed extension and expansion of a Tax Increment Financing (TIF) district. The concern stems from the fact that this TIF district covers the same 1700-acre area where Monarch Energy is proposing a 1300-acre data center development. Residents fear that extending the TIF, which could generate $51 million in revenue for industrial development until 2049, would facilitate the data center project despite no known deal currently being in place.

Dozens of community members shared their concerns during the hours-long hearing held at Rockford City Hall, with a previous session on May 11th also drawing significant public comment. Sarah Lies, among others, raised serious environmental issues, specifically mentioning worries about water consumption, water pollution, air pollution, and noise pollution that a data center could bring.

Chair Janessa Neill and city staff set a time cap on public comments, leading to 25 speakers concluding their remarks around 4 P.M. Opponents urged the city council to reject the TIF extension, arguing that the area, described as "fields of corn and soybeans," is not blighted as claimed to justify the TIF. The city's Planning and Development Committee initiated the public hearing process for the TIF on May 11th and resumed it on Thursday.
