The Memphis City Council rejected an 18-month moratorium on accepting and processing data center developments in a 6-6 vote. It instead approved a 135-day pause and substitute regulations, drawing criticism from residents, organizers, and elected officials who said the process lacked community input.

The Memphis City Council voted 6-6 on an ordinance that would have imposed an 18-month moratorium on data center development, causing the proposal to fail. The council instead passed a substitute measure establishing a 135-day pause and regulations covering data center expansion, construction, operation, and development.

Residents and organizers criticized councilors for introducing the substitute ordinance during the meeting without allowing sufficient time for public review. Memphis For All executive director Tikeila Rucker and youth organizer Jasmine Bernard said the measure did not reflect years of community demands for a longer moratorium and greater public participation. State Rep. Justin J. Pearson also condemned the decision, while supporters of the moratorium said they would continue organizing for stricter data center safeguards.
