The new rules impose setbacks, noise limits, environmental and water studies, wastewater documentation, and energy management requirements, while two previously submitted proposals will be reviewed under the former ordinance.

Bethlehem City Council approved amendments to the city’s zoning ordinance on second reading, creating a formal definition for data centers and allowing them as special exceptions in the Industrial Zoning District. Projects will undergo case-by-case review by the zoning hearing board, and applicants must submit detailed plans, environmental assessments, water-use and wastewater documents, vibration studies, and energy management plans.

The amendments also establish noise limits, building and yard standards, and setbacks of up to 1,000 feet from residential districts and sensitive receptors such as schools, hospitals, parks and day-care facilities. City officials said proposals for 2184 Industrial Drive and another site were submitted before the amendments passed and therefore will be reviewed under the previous rules, although the city is seeking voluntary compliance with the new standards.
