Caledonia City Council Approves 12-Month Data Center Moratorium
The Caledonia City Council approved a 12-month moratorium on data center development within the city. The pause will give the planning commission time to study data centers and develop a proposed zoning code, although the moratorium could be lifted early.
The Caledonia City Council approved Ordinance 2026-02 at its Oct. 26 meeting, establishing a 12-month moratorium on data centers in the Minnesota city. City Clerk/Administrator Jake Dickson said the moratorium could be lifted before its full term, but he expects the planning commission will need the year to study data centers and draft a proposed zoning code.
Mayor Jeremy Leis presided over the meeting, where council members unanimously advanced the ordinance as a proactive measure to manage potential development. The moratorium defines a data center according to the facility and equipment's principal use, excluding accessory or incidental uses.
