Jason Green, co-founder and president of Raeden, is making a public case for Project Taurus, an artificial intelligence data center proposed for Colorado Springs. The project, which involves retrofitting the old Intel chip plant at 1565 High Tech Way, will go before the Colorado Springs City Council for a final vote on September 17. This follows a contentious process marked by significant community opposition and multiple appeals.
The project initially received administrative approval from the city Planning Department, bypassing a public hearing. However, Chelsea Glen residents appealed this decision, leading to a 14-hour Planning Commission hearing where hundreds voiced concerns. The Commission ultimately denied the appeals but imposed several conditions, including a 50-megawatt power cap and enhanced noise monitoring requirements. Opponents have appealed again, escalating the decision to the City Council.
Key resident concerns center on water consumption, electricity costs, and noise pollution. Green asserts that Project Taurus will utilize a closed-loop cooling system requiring zero ongoing water draw after an initial fill, a significant departure from typical evaporative cooling data centers. He also claims the facility's 50-megawatt power usage will be covered by a large-load tariff with Colorado Springs Utilities, ensuring no impact on residential utility bills. To address noise, Raeden has relocated backup generators and signed a unique $1 million bonded contract with the city, committing to public, third-party sound monitoring that includes low-frequency dB(C) measurements.
Economically, Raeden's commissioned study projects significant tax revenue and hundreds of permanent and construction jobs, although some figures were qualified regarding their source and net new value. Green also emphasizes the project's potential to anchor local trades and provide educational opportunities. While Green highlights design changes and contractual agreements made in response to community input, opponents continue to argue that a data center of this scale is unsuitable for the location and requires further city evaluation of its costs to residents. The City Council's vote will determine the project's future.
