Barber County, Kansas, commissioners are set to meet on August 31st to discuss the terms of a proposed agreement with Google for a new data center project, dubbed "Project Helium." The comprehensive package of agreements covers principal financial, siting, infrastructure, road-use, emergency-response, and decommissioning terms. These terms require final approval from both Google and Barber County.
The agreement details significant financial contributions from Google, including 100% of applicable property taxes and an additional $5,500,000 in community benefit payments to cover county costs for services and infrastructure related to construction. Key environmental and operational stipulations include a closed-loop, air-cooled facility design to minimize water use, with all water sourced from municipal utilities. Specific setbacks for chillers and infrastructure are mandated, along with strict lighting, fencing, and visual screening requirements. Sound levels are capped for both daytime and nighttime operations, and generators are restricted to emergency or planned maintenance use, prohibited from peak-hour electrical usage reduction.
Furthermore, Google has agreed to comply with the Kansas Air Quality Act, conduct soil, water, and wastewater testing, and prioritize equipment upgrades that offer lower emissions or greater energy efficiency. The company also commits to using local labor and vendors when commercially reasonable, hosting job fairs, and partnering with local school districts for workforce development. A pre-construction road inventory will be conducted, with Google responsible for maintenance and restoration, backed by a $5,000,000 security. An emergency response plan will be established with Barber County Emergency Management, and Google is also required to fully decommission the project and restore the site, providing 125% of the estimated decommissioning cost as security.
