Hill County commissioners in Texas have voted 3-2 to enact a one-year moratorium on data center construction within unincorporated areas of the county. County Judge Shane Brassell cast the deciding vote following a four-hour public comment period where numerous residents expressed strong opposition to data centers. Residents cited concerns over potential noise pollution, increased traffic, strain on electricity infrastructure leading to higher utility bills, and excessive water consumption. One resident reportedly stated, "I am begging you.... No, no, no. We demand you all stand against this." Pervez Siddique, Chief Development Officer for Prime Power Inc., a data center developer, addressed the commissioners, cautioning that the county could miss out on significant long-term tax revenue for schools and infrastructure. Siddique also sought to alleviate concerns, assuring residents his company would generate its own electricity and use minimal water, equivalent to only five households. County officials stated that the pause would provide time to conduct studies on traffic, environmental impact, and emergency response capacity, allowing them to thoroughly evaluate the benefits and drawbacks before considering future approvals. Despite the moratorium, commissioners left open the possibility of granting waivers for projects deemed not to pose a threat to public health and safety.
