Leaders described the new regulations as "the state's toughest" data center rules. However, critics voiced concerns that the biggest data centers might still be able to bypass public input under the new framework.

Dozens of residents approached the council, urging them to vote no on the amended ordinance and expressing frustration that their voices were not being heard. One resident passionately appealed to the council to "not choose AI, but to choose human."
