The Public Utilities Commission of Ohio (PUCO) recently approved a distribution rate increase settlement with American Electric Power Ohio (AEP Ohio), impacting customer electric bills across the state. The settlement, approved on April 1, is significantly less than AEP Ohio's original request, approving an $11 million base rate increase instead of $97 million.
Initially, residential customers will see a small monthly credit of $1.22 for 18 months due to federal tax refunds owed by AEP Ohio. However, this credit is likely to be eclipsed by additional charges by 2028, potentially increasing monthly bills by over $10 for an average customer. These charges are intended for distribution infrastructure upkeep, which AEP Ohio states is becoming more expensive due to the rapid growth of data centers in Ohio and the need to modernize power grids.
Critics, including the Ohio Consumers' Counsel and environmental groups like Columbus Stand Up, Ohio Environmental Council, Save Ohio Parks, and Buckeye Environmental Network, argue the settlement lacks transparency and will burden Ohioans with higher utility costs. Maureen Willis, agency director of the Office of the Ohio Consumers’ Counsel, emphasized that consumers deserve a direct answer on whether their bills will increase. These groups also highlighted a separate PUCO decision approving a $7.90 monthly transmission rate increase for AEP Ohio customers. AEP Ohio maintains its focus on keeping local distribution costs low while ensuring reliable service.
