The Cochise County Board of Supervisors in Arizona has adopted a new ordinance to proactively set guidelines for the potential development of data centers within the county. This move comes as data center construction increases across Arizona, and the county aims to prevent issues seen in neighboring Pima and Pinal Counties. Chairman Frank Antenori stated that without these changes, the county would have had little recourse to regulate such facilities.

These proposals must include a detailed site plan, an outline of local infrastructure utilization, a noise study, a fire emergency plan, and a water use plan. Benson resident Kimberly Skolkim voiced concerns about the region's existing water rights struggles, emphasizing the need to prevent large water-consuming projects. Antenori assured that the ordinance is a starting point, with future additions, potentially including limitations on water and power usage, to be discussed in a public work session. Jason Bowling, CEO of Sulphur Springs Valley Electric Cooperative, affirmed their commitment to ensuring reliable and affordable service while accommodating new developments. Antenori also highlighted the county's commitment to transparency, making developer applications public to avoid the non-disclosure issues observed elsewhere. While no applications are currently pending, Antenori anticipates data center interest along the Interstate 10 corridor.
