Virginia Governor Abigail Spanberger introduced a comprehensive "Data Center Accountability Framework" designed to set the highest standards for the industry nationwide. Announced on a Friday, this initiative aims to increase transparency, strengthen environmental protections, reduce energy costs, advance clean energy, and invest in the state's workforce. Governor Spanberger emphasized that Virginia expects data centers to meet these high standards, suggesting that non-compliant businesses may not be suitable for the state.

The framework, partially implemented via an executive order, includes five key pillars. Regarding transparency, the governor intends to end non-disclosure agreements (NDAs) for commercial projects, addressing past instances where data center developments proceeded with tight NDAs, leaving local communities uninformed. New zoning restrictions are also part of this pillar.

Environmentally, the framework introduces new standards for emissions, noise restrictions, and water usage. It also mandates existing data centers to retrofit their facilities to meet these higher environmental benchmarks. On the economic front, the plan requires data centers to cover the full cost of infrastructure necessitated solely by their operations, aiming to prevent them from driving up energy costs for residents, a concern highlighted by recent increases in electric bills in Virginia.

The news report noted that these regulations have been anticipated across the political spectrum in Virginia, underscoring the widespread demand for policies to manage the rapidly expanding data center industry.
