The Maricopa County Board has approved a $10 billion data center project, known as Project Bakara, in the West Valley near Surprise, Arizona, despite significant public opposition. A key factor in the board's decision was the approval from Luke Air Force Base, which lies in the project's flight path. The project, including a natural gas plant for power, is now slated for annexation by the city of Glendale.

A $10 billion data center project, identified as Project Bakara, has overcome a significant obstacle in Arizona's West Valley after receiving approval from the Maricopa County Board. The decision came despite overwhelming public opposition from residents, who voiced concerns about the environmental impact, including potential toxins from a natural gas plant designed to power the facility.
The most critical factor in the board's vote was the project's proximity to Luke Air Force Base. The proposed data center, described as the size of 35 football fields, along with its power plant, is located directly in the base's flight path, which sees 170 flights daily. The data center developers were required to address Luke Air Force Base's concerns to secure a military compatibility permit from the county. Republican County Supervisor Debbie Lesko, whose district includes both Luke and the project site, supported the approval after developers committed to compliance, stating that non-compliance would lead to the facility being shut down.
However, Democratic Supervisor Steve Gallardo opposed the decision, citing concerns about the project's location and unanswered questions. The next phase involves the city of Glendale annexing the land, a move projected to generate approximately $20 million annually in property taxes for the city. Construction for the project is anticipated to commence by early next year.
