The initial moratorium, enacted on August 19, 2025, halted the acceptance, processing, and approval of data center permits within the unincorporated areas of Freeborn County. The county cited that its existing regulations are insufficient to manage the specific impacts of data centers.
Officials expressed concerns that allowing the moratorium to lapse without updated rules could jeopardize public safety and hinder orderly development within the county. The extension ensures that the restrictions from the original moratorium remain in effect while new, more tailored regulations are developed.
