Texas Governor Greg Abbott outlined several recommendations for stricter oversight and operation of data centers within the state, addressing concerns about their impact on Texans. In a letter sent to the Public Utility Commission (PUC) chairman and the Electric Reliability Council of Texas' (ERCOT) chief executive officer, Gov. Abbott emphasized that these proposals are intended for the upcoming legislative session.

A key recommendation from Governor Abbott involves requiring new data centers to bear the full cost of their electrical infrastructure, rather than shifting these expenses to Texas ratepayers. He also seeks to ensure that new facilities actively contribute to the state's electric capacity, not just its demand. Furthermore, the governor highlighted the importance of water conservation, proposing mandates for new data centers to implement water-efficient technologies, such as closed-loop cooling systems.

Additional recommendations include repealing sales tax exemptions currently enjoyed by data centers and implementing measures like setbacks and noise-reduction technologies to minimize their impact on surrounding communities. To enhance transparency and monitoring, Abbott proposes requiring large data centers to submit annual reports detailing their electricity and water usage to the PUC.

Governor Abbott has also directed the PUC and ERCOT to submit a joint memorandum by July 17, detailing their strategies for mitigating data centers' financial and communal impact on Texans. Separately, the PUC is expected to take action by July 31 to reduce residential ratepayer transmission costs.
