The Glendale City Council approved annexing and rezoning about 160 acres near Litchfield Road and Olive Avenue in Waddell for Project Eagle, a three-building data center, and Project Baccara, an energy plant. Nearby residents are concerned about air pollution and water use, while developers say they will use EPA-approved emissions controls and water-saving technology without relying on Glendale's municipal supply.

The Glendale City Council voted to annex and rezone approximately 160 acres in Maricopa County near Litchfield Road and Olive Avenue for Project Eagle and Project Baccara. Takanock and Montera Infrastructure plan to build a three-building data center and an accompanying energy facility, with preliminary land preparation expected to begin in the coming months. The developers said the projects will use EPA-approved technology to limit emissions and reduce water consumption without using Glendale's municipal water supply.

Residents near the site, including April Butler, voiced concerns about air quality, visibility and the region's limited water resources. Glendale Councilmember Lupe Conchas supported the project, citing more than $9 million to $10 million in development impact fees that could help fund emergency services, including a fire station, without increasing city taxes. Butler said residents outside Glendale would bear environmental costs while receiving few direct benefits, and urged officials to hold the developers to their commitments.
