The Hanover Humane Society says construction and operating noise from an Oppedin Investment Company data center next to its property has disrupted the quiet trails used to rehabilitate and socialize rescued dogs. Andrew Payne, who works with the society, said construction noise has reached roughly 80 to 85 decibels, which he believes can cause pain and behavioral problems for dogs that have already experienced neglect or abuse.

The society is particularly concerned about Oppedin's proposal for two larger warehouses that would bring heavy commercial truck traffic close to the facility. Oppedin said it recognizes the dogs' need for a calm environment and has offered to build a fence along the shared property line to reduce noise. The Humane Society plans to raise its concerns at an Ashland town hall meeting and meet with the developer before a community meeting, while Payne said substantial sound and visual barriers or a road relocation may be necessary. The warehouse proposal requires Hanover County approval.
