QTS plans to add more than a dozen data center buildings to its Richmond campus located in White Oak Technology Park in Henrico County, Virginia. The expansion was approved by the county board in 2024 as part of a large rezoning effort. Henrico County has also amended its zoning ordinance to require provisional use permits for all new data centers, ending "by right" development.
QTS, a global data center developer, is undertaking a significant expansion of its Richmond campus within the White Oak Technology Park in Henrico County, Virginia. The company plans to construct more than a dozen new data center buildings, bringing the total to 26. This expansion, covering 622 acres, received approval from the Henrico County Board of Supervisors in 2024 as part of a rezoning initiative.
Following the initial approval, the Henrico County Board of Supervisors later amended the county's zoning ordinance, necessitating a provisional use permit for all new data center developments. This change means that future data centers in the county can no longer be built "by right" and will require specific approval from the Board of Supervisors after a public hearing. County officials confirmed that only one developer has applied for this new permit since the ordinance change, but that application was subsequently withdrawn.
QTS has invested approximately $25 billion in Central Virginia, contributing to local economic growth and supporting the Henrico affordable housing trust with funds derived from new data center tax revenues. The company's expansion occurs amidst increasing pressure on Virginia's power infrastructure due to rapid data center growth across the state.
