
Data center developer withdraws Phase Two application for Project Anthem in Tulsa

Atmoss LLC, the developer behind the multi-billion-dollar Project Anthem data center slated for east Tulsa, Oklahoma, has withdrawn its application for zoning changes associated with the project's second phase. City officials confirmed that Atmoss LLC informed the Tulsa Metropolitan Area Planning Commission of its decision, with Carson Colvin noting that the developer is "exploring options" for the future of Phase Two.
This withdrawal occurred just days after the Tulsa City Council unanimously approved a nine-month moratorium on new data center construction. The moratorium's purpose is to allow the Tulsa Planning Office to review new zoning regulations for data centers and assess their potential impact on local infrastructure. Importantly, both phases of Project Anthem are explicitly exempt from this temporary halt, meaning the project could have proceeded despite the city-wide pause on other data center developments.
While the application for Phase Two's zoning—which included rezoning 375 acres from agricultural to light industrial and updating the city’s comprehensive plan—has been pulled, construction on Phase One of Project Anthem, covering 340 acres at Fair Oaks Industrial Park, remains on schedule to commence this spring.
