L.A. County Supervisors to Consider Developing Data Center Ban

The Los Angeles County Board of Supervisors will consider directing staff to draft zoning rules that would prohibit large-scale data centers in unincorporated areas. The proposal cites concerns about data centers' energy and water use, environmental effects, noise and public health, and could lead to a targeted moratorium if a facility poses an immediate threat.

Los Angeles County Supervisor Hilda Solis has proposed directing the Department of Regional Planning to draft a zoning amendment defining data centers by size, energy use and water consumption. The amendment would prohibit hyperscale and other large-scale facilities in all zones of unincorporated Los Angeles County while distinguishing them from smaller or otherwise beneficial-use facilities.

The proposal follows a county study of data centers' health, environmental, safety, electricity and water impacts, as well as public opposition to projects in the San Gabriel Valley. It would also examine noise regulations and funding for a California Environmental Quality Act review. Regional Planning and County Counsel would be prepared to introduce a moratorium for any proposed facility deemed an immediate threat to public health, safety or environmental resources.
