The North Branch City Council has enacted a six-month moratorium on new data centers to proactively develop regulations for "high utility users." This decision comes amidst concerns about the unique demands of data centers on municipal utility systems, including water and electricity, and potential noise and wastewater issues. Council members aim to have new zoning and regulations in place by the end of the year.

The North Branch City Council has enacted a six-month moratorium on new data centers within the city limits. This proactive measure aims to allow city staff to develop comprehensive regulations and zoning changes for "high utility users," specifically addressing the unique demands data centers place on municipal infrastructure.

Council member Patrick Meacham, who serves as the liaison to the Planning Commission, has been leading discussions on the issue. Despite no confirmed interest from data center developers in North Branch, the council seeks to establish rules ahead of time. An audience member at a recent meeting mentioned that Chisago County had been listed as a potential data center location.

The city's staff report highlights that data centers differ significantly from traditional commercial uses, requiring substantial infrastructure investments and placing unique demands on utility systems, particularly with the rise of AI-driven hyperscale facilities that consume vast amounts of water and electricity. These facilities also generate noise and wastewater while creating fewer jobs. National examples, such as Meta's data center in Wyoming, were cited to illustrate high utility consumption.

Mayor Kevin Schieber expressed optimism that regulations could be finalized by year-end. Council member Jeff Goulet also encouraged Chisago County to consider similar actions, emphasizing the need for regional planning to address data center development.
