According to the Public Utility Commission, electricity prices for providers like Met-Ed, PECO, and PPL have seen substantial increases.

The bill's core components include "Bring Your Own Generation," requiring hyperscale data centers to construct their own power supply, and "Pay Your Own Way," mandating that data centers bear the full costs of their electrical infrastructure and grid connections. Additionally, it proposes "Power Pricing Parity," which would enable Pennsylvania electric utilities to enter long-term power purchase agreements for ratepayers, aiming to extend competitive economic benefits currently enjoyed by large data companies to consumers.

Rep. Williams emphasized that the legislation would prevent multi-billion-dollar corporations from building wealth at the expense of ratepayers, echoing principles from a Statement of Principles Regarding PJM signed by Governor Josh Shapiro and a Ratepayer Protection Pledge from President Donald J. Trump. The Act is currently awaiting consideration in the House Energy Committee, with proponents stressing its importance in protecting Pennsylvanians from subsidizing data center development and inflated energy costs.
