Kristina Miller, Rio Vista City Manager, has voiced strong concerns that the "Suisun Expansion Specific Plan" proposed by California Forever in Solano County, California, despite being marketed for housing and commercial development, could facilitate the creation of the nation's largest data center. In a letter, Miller highlighted that the plan's current zoning designations would allow data centers "by-right" without discretionary review across 13,410 acres, covering over 85% of the plan area, and suggested it could provide "zero housing and virtually no jobs."
California Forever has vehemently denied these claims on its website, asserting that the idea of the Suisun Expansion becoming a data center project is "inaccurate." The company stated that forthcoming entitlement documents and the Environmental Impact Report would include binding power and water consumption limits "fundamentally incompatible" with data center requirements. They reiterated commitments to bring tens of thousands of local manufacturing jobs and affordable homes to Suisun City.
The company also criticized Miller's actions, calling her December emails and recent letter "attempts by a rogue City Manager to damage the legitimate exploration process." California Forever cited Miller's December 2025 letter where she requested Rio Vista annex a significant portion of their land instead of partnering with Suisun City, an offer California Forever declined due to Suisun City initiating discussions first. Separately, California Forever announced investments in property on the Historic Suisun City Waterfront, indicating their continued commitment to development in Suisun City.
