IDEM approves Google’s latest request to fill wetlands for Fort Wayne data center expansion

The Indiana Department of Environmental Management (IDEM) has granted approval for Google's Fort Wayne data center developers, Hatchworks LLC, to fill 2.13 acres of forested, isolated wetlands for a multi-phase expansion. This permit, for Phase 3 of the $2 billion project, allows the construction of three new buildings. Hatchworks LLC plans to offset the environmental impact by purchasing 4.26 acres of wetland credits from the Openings Mitigation Bank in Fort Wayne.

IDEM's approval, issued on Thursday, September 10, includes several conditions. Developers must implement their mitigation plan, provide proof of wetland credit purchase within a year, and use erosion and sediment control measures. Additionally, tree clearing between April and September is prohibited to protect habitats of federally endangered and threatened bats, unless a special waiver is obtained. Non-compliance with these terms could lead to daily civil penalties of up to $25,000 and potential criminal liability.

The decision follows an online public hearing on August 26, where many residents, including Linda Hathaway, voiced concerns about the irreversible destruction of wetlands and potential water contamination. Fort Wayne City Councilman Geoff Paddock also sent a letter to IDEM, advocating for the strictest environmental review standards and noting constituents' opposition. He expressed concern that developers had not shared intentions to impact wetlands when the city council previously approved a rezoning request for the project.

IDEM, in its response to public comments, stated that while it ensures wetland replacement through mitigation, issues like water withdrawal, supply, and usage are outside its authority for this specific permit review. The department also confirmed, based on drone photos, that wetlands were not disturbed prior to the recent approval, addressing another public concern.
