Keweenaw communities address data centers

Rural communities in Michigan's Copper Country, specifically Houghton, Hancock, and Portage Township, are seeing growing interest from data center developers and are preparing to address potential developments proactively. Although none of the three municipalities have yet received inquiries about data center projects, local leaders are taking action after community concerns about potential impacts became a "hot topic."

In July, the Houghton City Council approved a one-year moratorium on data center developments. City Manager Eric Waara indicated that any future ordinance would focus on mitigating issues for neighbors and the public, similar to how other developments are regulated to prevent negative impacts. Separately, Portage Township Planning Commission chair Adam Griffith has offered to collaborate with Houghton and Hancock to develop common language for ordinances, having already begun research on effective strategies other communities have used. Michigan law limits how much municipal ordinances can restrict development, but communities can still aim to limit impacts such as excess noise, large power draws, and effects on the watershed.

Hancock is now considering similar rules, and there's a collaborative effort among planning commission members from the three communities to create a framework that can be tailored to each community's specific needs. The goal is to ensure that data center developments take into account their impact on residents and businesses, ultimately leading to better ordinances for the entire Keweenaw region.
