TVA to raise data center rates, affecting North Alabama facilities
The Tennessee Valley Authority (TVA) has approved a new rate structure that will increase electricity costs for data centers in its service territory by approximately 10%. This change, effective October 1 and phased in over three years, primarily impacts facilities in North Alabama, including major data centers operated by Google and Meta. The utility aims to address rapidly growing electricity demand from data centers and shift associated infrastructure costs to these high-energy users.
The Tennessee Valley Authority (TVA) board of directors approved a new wholesale rate structure on August 20, set to increase electricity costs for data centers by approximately 10%. The new rates, which will be phased in over three fiscal years starting October 1, apply to both new and existing facilities within TVA's extensive service territory, including significant operations across North Alabama.
TVA Chief Financial Officer Tom Rice stated that the changes aim to address rapidly escalating electricity demand, with data centers projected to account for 18% of TVA’s industrial load in 2025 and potentially doubling their demand by 2030. The utility's 2026 Integrated Resource Plan estimates a need for 11 to 32 gigawatts of additional generation capacity by 2040. By shifting more of these infrastructure costs to data centers, TVA intends to protect residential and other customers from undue cost burdens, aligning with the Trump administration’s Ratepayer Protection Pledge.
The rate increase will impact major tech companies operating in North Alabama, including Google, which has a large data center campus in Jackson County near Bridgeport. Google recently announced a $1.5 billion expansion of this facility through 2027 and has committed to covering its electricity and associated infrastructure costs. Meta also operates a substantial data center in Huntsville, powered by Huntsville Utilities, a TVA local power company. However, Meta's new data center in Montgomery falls outside TVA's service territory and will not be subject to these new rates.
