Jim Henson, director of the Texas Politics Project at the University of Texas at Austin, highlighted that the political considerations are currently as significant as the policy complexities surrounding power line deployment and data center development. The Public Utility Commission (PUC) had previously approved the construction of 765-kilovolt transmission lines across the state in response to vulnerabilities exposed during Winter Storm Uri in 2021. The final decision on these lines rests with the PUC, whose five members are appointed by Governor Abbott, though the governor has not yet publicly stated a position on the matter.
