U.S. Representative Tom Barrett (R-Charlotte) has introduced two pieces of legislation targeting federal oversight of data center development. The "Protecting Local Control of Data Centers Act" aims to prevent federal agencies from overriding local decisions on data centers and from leveraging federal funds to compel state and local governments to relinquish their authority. Barrett stated that families in his district are concerned about the impact on utility bills, land, and water, and deserve the final say.

A companion bill, the "No Data Center NDAs Act," would prohibit members of Congress from signing non-disclosure agreements related to data center information, including locations or resource usage. The introduction of these bills comes as data centers have become a central issue in one of the country's tightest U.S. House races, where Barrett is defending his seat against climate organizer William Lawrence. Lawrence, co-founder of the Sunrise Movement, has called for a federal moratorium on data center development until regulations are in place to protect ratepayers and the environment, citing Barrett's campaign contributions from tech executives.
