A Milwaukee Common Council committee unanimously advanced a proposed one-year moratorium on new data centers to the full council. The pause would give the city time to create permanent zoning rules addressing noise, energy use, air quality, water and other impacts, though opponents warn it could reduce investment, jobs and tax revenue.

Milwaukee’s Zoning, Neighborhoods & Development Committee unanimously endorsed a proposed one-year pause on new data center development, sending the measure to the full Common Council for consideration. The moratorium would generally halt new projects while the city develops permanent zoning regulations and adds a formal data center definition to its zoning code, but site-specific zoning changes could still be pursued through public hearings and approvals.

Department of City Development planning manager Tanya Fonseca said the city is reviewing potential effects including noise, air quality, energy consumption, water use and land use, while Ald. Marina Dimitrijevic said the pause would provide residents with a meaningful role in the approval process. The Metropolitan Milwaukee Association of Commerce and Building Advantage opposed a broad moratorium, citing possible losses of investment, jobs and tax revenue, while some council members emphasized that existing facilities and their potential economic benefits should not all be treated alike. The full council is scheduled to consider the proposal at its Oct. 13 meeting.
