Manchester Financial Group is considering a potential 400-megawatt data center as one option for redeveloping the former Naval Base Point Loma Old Town Campus, although the company has not secured a tenant or committed to the project. The proposal has prompted opposition from San Diego officials and community members, who plan to seek a temporary moratorium while San Diego Community Power considers guidelines for handling new data center electricity loads.

Manchester Financial Group is evaluating a potential 400-megawatt data center as part of its redevelopment plans for the 70.3-acre NAVWAR site in San Diego’s Midway District. The company’s broader proposal includes housing, hotels, retail and commercial space, with private development intended to help fund new facilities for the U.S. Navy. President Ted Eldredge said the data center remains only one of several possible uses and that Manchester has no committed customer or final development program.

The possibility has drawn opposition from Councilmember Sean Elo-Rivera, Mayor Todd Gloria and other local leaders, who planned a rally to announce coordinated action, including a proposed temporary moratorium on large data centers. Concerns center on electricity demand, potential effects on the regional grid and higher utility costs. San Diego Community Power also planned to consider draft guidelines for integrating large new power loads, while the Navy prepares a revised federal environmental review of the redevelopment.
