Michael Spencer, the borough's sound consultant, testified that his study of existing noise levels revealed Archbald to be an unusually quiet community. He warned that the proposed campus, which includes 142-story data center buildings, could lead to significant noise increases across numerous properties. Spencer detailed projected increases averaging 16dB in some locations, with one area potentially experiencing a 46-decibel increase when generators operate, a level he described as unprecedented in his experience.
During cross-examination, the developer's attorney questioned whether purchasing the most impacted properties would mitigate Spencer's concerns. Spencer stated that numerous properties would be affected and deferred to the borough's ordinance for definitive answers. Public comment followed, with residents urging the council to deny the application, citing concerns over health, property values, and quality of life. One real estate agent noted that potential buyers are avoiding Archbald and surrounding areas due to the proposal.
The Archbald Borough Council did not make a decision on the project at the meeting. Another hearing for public comment is scheduled for August 4th.
