UPDATE (5:04 p.m.) -- Jail records said three people have been arrested at the Doña Ana County Government Center Tuesday during a board of commissioners meeting about a data center planned for the area. They have been booked into the Dona Ana County Detention Center without bond. Jail records said Kiki Garden, 33, is charged
