A Goodhue County District Judge has issued a temporary restraining order, effectively halting construction of a large Google data center in Pine Island, Minnesota, approximately 20 minutes north of Rochester. The injunction was granted following a lawsuit filed by the Minnesota Center for Environmental Advocacy (MCEA), which argued that the project's environmental review was insufficient and did not comply with state laws.

Kathryn Hoffman, Executive Director of the MCEA, explained that the purpose of the injunction is to prevent Google from breaking ground on the project before a proper environmental study is completed. She emphasized that starting construction without a thorough review undermines the ability to identify and mitigate potential environmental risks. The MCEA alleges that the company used a streamlined environmental review process that omitted critical information, such as the data center's exact size, its energy and water consumption, potential noise and light impacts, and traffic concerns. This limited review, according to Hoffman, treated the project more like a general warehouse development rather than a massive data center facility.

Despite recent revelations about Google as the investor, the project's size, employment projections, and a partnership with Xcel Energy for additional power generation, Hoffman stated that this information was not incorporated into the original environmental review and subsequent public comment period. While the MCEA supports clean energy investments, their primary concern is ensuring transparency and adherence to Minnesota's environmental review laws, which are crucial for informed decision-making regarding natural resources. The litigation will determine whether Google must conduct a more comprehensive environmental review.

The MCEA is also involved in four other similar lawsuits across Minnesota, targeting data center projects in Hermantown, Faribault, Lakeville, and North Mankato. These legal actions collectively challenge what the MCEA describes as a pattern of secrecy and a lack of detailed environmental study at the early stages of data center development in the state.
