
City to approve 2027 budget, updated service fees, new zoning Monday
The Cheyenne City Council is set to discuss and potentially approve various items, including the 2027 city budget and updates to utility fees. Critically for data center development, the council will consider rezoning proposals for over 1,600 acres in east Cheyenne, intended to facilitate data center projects, despite an earlier rejection by the planning commission for other land use amendments.
The Cheyenne City Council is scheduled to convene Monday evening to address a comprehensive agenda that includes the adoption of the city's 2027 fiscal year budget, totaling $232,954,329. This budget allocates significant funds to the city's general operations, special revenue, and capital projects.
A key focus of the meeting involves land use amendments and rezoning proposals designed to accommodate data center development within the city. The council will review decisions made by the city's planning commission on June 1, where multiple proposals to amend the city's future land use map and enact zoning changes for nearly 4,000 acres, which would have facilitated data center construction, were rejected. The council plans to defer this specific issue to its public services committee for further review.
However, a separate data center-related item is slated for its third reading and ultimate approval: a rezoning ordinance for more than 1,600 acres located between the Cheyenne and Campstool business parks in east Cheyenne. This ordinance aims to change the land's classification from a mix of light industrial, heavy industrial, and community business to a business park zoning, specifically intended to clear the way for data center projects.
Additional items on the council's agenda include updates to solid waste fees, revisions to water and sewer rates and development fees, and a vote to discharge over $18,000 in uncollectible debts by the Board of Public Utilities. The meeting, open to the public, will also be livestreamed.
