County planning hears housing plans, Vantage Data Center’s zone request today

The commission will vote on supporting the rezoning before it goes to the Laramie County Board of Commissioners. The project includes plans for on-site housing and addresses water and sewer infrastructure.
The Laramie County Planning Commission is scheduled to review "Project Latigo," a significant 480-megawatt data center proposal by Vantage Data Centers. The project seeks to rezone an 1,835-acre property in south Laramie County, located about 12 miles south of Cheyenne between Interstate 25 and the South Greeley Highway, from its current undeveloped "Land Use" designation to a "Planned Unit Development" zone.
Vantage, which already owns the land, aims to establish a comprehensive data center campus with supporting infrastructure, including on-site workforce housing. The application, submitted by Palma Land Planning, details plans for water and sewer services, proposing either self-sufficient well water and on-site treatment or connection to Cheyenne's system through an outside user agreement, despite current limitations on data center discharge access in the city. Some portions of the property will remain undeveloped as a conservation zone.
The Planning Commission's approval is a crucial step before the request can advance to the Laramie County Board of Commissioners for a final decision. In related news, a separate conditional use permit request for an off-site office facility for another data center initiative, "Project Tembo," formerly known as "Project Jade," has been postponed to a future meeting.
