The framework is designed to increase transparency, strengthen environmental protections, lower energy costs, advance clean energy initiatives, and invest in the state's workforce. The executive order also establishes an AI Task Force tasked with addressing potential risks posed by the rapid development of artificial intelligence, including workforce displacement, data privacy, and cybersecurity.
The announcement follows bipartisan calls for increased regulation on the state's rapidly expanding data center sector. The Piedmont Environmental Council, a non-profit based in Warrenton, issued a statement acknowledging positive aspects of Spanberger's framework but criticized it for not addressing existing data centers or projects already in the pipeline. The organization advocated for a moratorium on all new data center development and applications to allow for a comprehensive assessment of the industry's impacts.
