He said Texas and other states have sufficient open space for facilities, but developers should be required to cover their own energy and water costs, recycle water, and obtain consent and input from surrounding communities.
The remarks were part of a broader comparison with Republican opponent Ken Paxton on immigration, health care and other issues. Talarico, an Austin Democrat, joined the event by video after testing positive for the flu, while the segment also included criticism from congressional candidate Eric Flores, who said Talarico did not represent Rio Grande Valley values.
