City of Woodburn calls on consulting firm to prep for data center proposals

The City of Woodburn, Oregon, has taken proactive steps to prepare for potential data center proposals by retaining Thomas Consulting Group, an independent technical advisory firm. Woodburn City Manager Scott Derickson informed the City Council of the firm's engagement, which will conduct a comprehensive review of the city's existing ordinances, policies, long-term planning framework, utility infrastructure, and environmental regulations.
The review aims to identify necessary changes to ensure the city is well-equipped to evaluate any future data center applications. This process is designed to address public concerns, protect infrastructure, and establish a clear, transparent framework for decision-making. While there are no current data center applications under review, the city is aware that data center developer Verrus has evaluated industrial sites in and around Woodburn. Thomas Consulting Group will not advocate for or against any specific project but will focus on developing a robust regulatory framework covering land use, zoning, development standards, utility coordination, environmental and noise requirements, and other municipal regulations. The initiative seeks to provide elected officials and staff with reliable information and practical tools to make informed decisions that reflect community priorities regarding infrastructure, utilities, land use, and environmental resources.
