Abbott on guidelines and guardrails he set in place for data center development
Governor Greg Abbott asserts that the guidelines he established for data center development in Texas are working and universally adopted, leading to a halt in new data center construction. He emphasizes the difficulty faced by ERCOT and the PUC in obtaining critical power and water usage data from operators, which is essential for informed decision-making by state legislators regarding the power grid.
Governor Greg Abbott asserted that the "guidelines and guardrails" he implemented for data center development in Texas are effective and have been universally adopted across the state. He noted that these measures have resulted in "no new data centers coming on board."
Abbott highlighted the challenges faced by the Electric Reliability Council of Texas (ERCOT) and the Public Utility Commission (PUC) in gathering essential data from power grid operators and prospective developers. He mentioned that ERCOT was attempting to plan for adding five times more power to the grid, an impossible task, while the PUC had requested information on power and water usage from all entities wishing to connect to the grid. However, they received less than a 10% response rate, making it impossible for ERCOT or the PUC to accurately assess the situation and plan for the future.
Governor Abbott emphasized that this critical information is also necessary for legislators before any further decisions can be made regarding the pathway forward for data center development and grid stability. He stated that it would take months to gather all the necessary data to complete "the puzzle."
