Shapiro unveils standards data center developers must meet to receive support

Governor Josh Shapiro of Pennsylvania unveiled new statewide standards, known as GRID, that data center developers must meet to receive state support and tax incentives. These standards require developers to demonstrate value to local communities, mitigate environmental impacts, and protect energy affordability. The administration also introduced a toolkit to help municipalities navigate data center proposals, addressing concerns about community impact, environment, and utility bills.

Pennsylvania Governor Josh Shapiro has introduced new statewide standards, dubbed GRID (Governor’s Responsible Infrastructure Development), aimed at regulating data center development across the Commonwealth. These standards are a prerequisite for data center developers seeking state support, including tax incentives, expedited permitting, and assistance from the Office of Transformation and Opportunity.

Governor Shapiro emphasized that the initiative responds to concerns from Pennsylvanians regarding data centers' potential impacts on communities, the environment, and utility bills. The GRID standards mandate that developers demonstrate how proposed projects will provide local community value, mitigate or offset adverse effects on residents, and ensure responsible development. Key requirements for GRID certification include outlining plans to protect energy affordability, promote transparency and community engagement, support the workforce and economic development, and safeguard the environment.

Developers who achieve GRID certification can participate in a fast-track permit program but must continuously meet the requirements to retain certification and associated tax benefits. In addition to the GRID standards, the Shapiro administration launched a toolkit designed to assist municipalities in managing data center proposals, offering guidance on critical issues such as zoning, infrastructure capacity, resource utilization, fiscal impacts, and community benefits.
