The Hutchinson City Council held a meeting where Councilmember Stacy Goss initiated a non-action discussion regarding a potential moratorium on data centers, hyperscaler facilities, and Battery Energy Storage Systems (BESS). The proposed temporary ban aimed to provide city staff with time to establish suitable zoning, conditional use permits, and ordinances to protect residents before any new facilities could be approved. Councilmember Goss stated that lifting such a moratorium would require a supermajority vote and ensure public awareness. Councilmember Garza questioned if the moratorium would prevent discussions with prospective data center companies, which Goss affirmed. Matt Williams, the Director of Community Development, clarified that the city currently lacks specific zoning for data centers but could apply existing, similar regulations. He estimated that creating new, specialized zoning would take a few months. During the public comment section, Debra Teufel, president of the Hutchinson/Reno County Chamber of Commerce, urged the city to remain open to investment, cautioning that moratoriums can indicate weakness and deter companies. Despite the discussion, the council did not take any formal action on the proposed moratorium.
