Data centers putting Bucks County towns, officials under pressure

Bucks County, Pennsylvania, is experiencing growing pressure from residents and officials regarding data center developments, despite supporters highlighting their economic and technological benefits. While only one data center, Amazon's "innovation campus" at the Keystone Trade Center in Falls Township, has been approved, it has sparked significant community opposition, including an online petition with over 1,000 signatures and calls for a town hall meeting.

In response to these developments and growing concerns over water, electricity, noise, and land use, several Bucks County municipalities are proactively establishing or amending zoning regulations. West Rockhill Township recently adopted a new ordinance that restricts data center development to a specific industrial zone, imposes height and setback requirements, and mandates on-site solar power and public infrastructure improvements. East Rockhill and Hilltown townships are also working to implement similar industry-specific restrictions.

The debate has also reached the state level. Pennsylvania Governor Josh Shapiro has spoken positively about data center projects while emphasizing regulation. State Senator Jarrett Coleman (R-District 16) announced plans to introduce a bill that would grant municipalities the power to implement moratoriums on data center proposals, providing local officials more time to develop comprehensive policies addressing various impacts. This legislative effort also includes a proposal to end tax breaks on data center equipment.
